Richard Burka attended West Virginia University before starting his career in the insurance business in 1980. He began as a New England Life agent, and quickly moved his focus to employee benefits. In 1991, he was chosen to manage the New England small group health plan for West Virginia. Rick attends an annual employee benefits school, as well as various other courses in estate planning and financial management. In April 2009, Rick came to Mountain State Insurance Agency to handle employee benefits and financial services.
Rick is the President of the Kanawha City Community Association, a non-profit organization working for the betterment of Kanawha City, and proudly serves as City Councilman for the 19th Ward of Charleston.
Rick and his wife, Pam, have two children, and reside in Kanawha City.
